In putting in these drafts I made it clear that I did

not in say sense seek to diolete to my Colleagues the action

which we shoulá take. The drafta were rather in the nature

of a rough attempt to give practical shape to what might

eventually become our agreed policy; but for the time being

they were clearly premature seeing that we did not know

what Japan's attitude was going to be.

Before the meeting closed, the senior Minister asked the

Italian Minister whether he was in favour of the revocation

of the Embarge policy, to which the latter signified him
